解讀|發改委、國家能源局完善能源綠色低碳轉型體質機制和政策

各省、自(zi)治區、直轄(xia)市人民(min)政府,新疆(jiang)生產建設兵團,國(guo)務院有關(guan)部門(men),有關(guan)中央企(qi)業,有關(guan)行(xing)業協會:
能(neng)源(yuan)生(sheng)產(chan)和消費相關活(huo)動(dong)(dong)是最主要的(de)二氧化碳(tan)排(pai)放(fang)源(yuan),大力(li)推(tui)動(dong)(dong)能(neng)源(yuan)領域碳(tan)減排(pai)是做好(hao)碳(tan)達(da)峰(feng)碳(tan)中和工(gong)作,以及加(jia)快構建現代能(neng)源(yuan)體(ti)系的(de)重要舉措(cuo)。黨的(de)十八大以來,各地區(qu)、各有關部門(men)圍繞能(neng)源(yuan)綠(lv)(lv)色(se)低碳(tan)發展制定(ding)了一系列(lie)政(zheng)策措(cuo)施,推(tui)動(dong)(dong)太陽(yang)能(neng)、風能(neng)、水(shui)能(neng)、生(sheng)物質能(neng)、地熱能(neng)等(deng)清(qing)潔能(neng)源(yuan)開發利用(yong)取(qu)得了明顯成效,但現有的(de)體(ti)制機制、政(zheng)策體(ti)系、治(zhi)理(li)方式等(deng)仍然面臨(lin)一些困(kun)難和挑戰,難以適應新(xin)形勢(shi)下推(tui)進能(neng)源(yuan)綠(lv)(lv)色(se)低碳(tan)轉型的(de)需要。為(wei)深入(ru)貫徹(che)落(luo)實(shi)《中共中央、國(guo)務院關于完整準(zhun)確全(quan)面貫徹(che)新(xin)發展理(li)念做好(hao)碳(tan)達(da)峰(feng)碳(tan)中和工(gong)作的(de)意見》和《2030年前碳(tan)達(da)峰(feng)行動(dong)(dong)方案(an)》有關要求,經國(guo)務院同意,現就完善能(neng)源(yuan)綠(lv)(lv)色(se)低碳(tan)轉型的(de)體(ti)制機制和政(zheng)策措(cuo)施提出以下意見。
以習近平新(xin)(xin)時(shi)代中(zhong)國特色社會主義思(si)想(xiang)(xiang)為(wei)指導,全(quan)(quan)(quan)面貫(guan)(guan)徹(che)黨的十九大和(he)十九屆歷次全(quan)(quan)(quan)會精神,深入貫(guan)(guan)徹(che)習近平生(sheng)態文明思(si)想(xiang)(xiang),堅持穩(wen)中(zhong)求(qiu)進(jin)工作總基調,立足(zu)新(xin)(xin)發(fa)(fa)展(zhan)階段,完整、準確、全(quan)(quan)(quan)面貫(guan)(guan)徹(che)新(xin)(xin)發(fa)(fa)展(zhan)理念,構(gou)(gou)建新(xin)(xin)發(fa)(fa)展(zhan)格局,深入推動能源(yuan)(yuan)消費革(ge)命、供給革(ge)命、技(ji)術革(ge)命、體(ti)(ti)制革(ge)命,全(quan)(quan)(quan)方位加(jia)強國際合作,從國情實際出發(fa)(fa),統(tong)籌發(fa)(fa)展(zhan)與安(an)全(quan)(quan)(quan)、穩(wen)增(zeng)長和(he)調結(jie)構(gou)(gou),深化能源(yuan)(yuan)領域體(ti)(ti)制機制改革(ge)創(chuang)新(xin)(xin),加(jia)快構(gou)(gou)建清潔低碳(tan)、安(an)全(quan)(quan)(quan)高(gao)效的能源(yuan)(yuan)體(ti)(ti)系,促進(jin)能源(yuan)(yuan)高(gao)質量發(fa)(fa)展(zhan)和(he)經濟社會發(fa)(fa)展(zhan)全(quan)(quan)(quan)面綠色轉(zhuan)型,為(wei)科學有(you)序推動如期實現碳(tan)達(da)峰、碳(tan)中(zhong)和(he)目(mu)標和(he)建設現代化經濟體(ti)(ti)系提供保障。
——堅(jian)持系統(tong)觀念(nian)、統(tong)籌推(tui)(tui)進。加強頂層設計,發揮制度優勢,處(chu)理(li)好發展和減(jian)排、整(zheng)體和局部(bu)、短期和中長期的關(guan)系,處(chu)理(li)好轉(zhuan)型各階段不同能(neng)源(yuan)(yuan)品種之間的互(hu)補(bu)、協調、替代關(guan)系,推(tui)(tui)動煤炭和新(xin)能(neng)源(yuan)(yuan)優化(hua)組合,統(tong)籌推(tui)(tui)進全國(guo)及各地區能(neng)源(yuan)(yuan)綠色低碳(tan)轉(zhuan)型。
——堅(jian)持保障(zhang)安(an)全(quan)(quan)、有序轉型。在保障(zhang)能源安(an)全(quan)(quan)的前提下(xia)有序推(tui)進能源綠色(se)低碳(tan)轉型,先立(li)后破(po),堅(jian)持全(quan)(quan)國“一盤棋”,加強轉型中的風險識(shi)別和管控。在加快形成清潔(jie)低碳(tan)能源可(ke)靠供(gong)應能力基礎上,逐步(bu)對(dui)化石能源進行安(an)全(quan)(quan)可(ke)靠替(ti)代。——堅持創(chuang)新(xin)(xin)驅動、集(ji)約(yue)高(gao)效(xiao)。完善能(neng)(neng)源領域創(chuang)新(xin)(xin)體系和(he)激勵機制,提(ti)(ti)升關鍵(jian)核(he)心技術創(chuang)新(xin)(xin)能(neng)(neng)力。貫(guan)徹節約(yue)優先(xian)方針,著力降(jiang)低單位(wei)產出資源消(xiao)耗和(he)碳(tan)排放,增強能(neng)(neng)源系統運行和(he)資源配置效(xiao)率,提(ti)(ti)高(gao)經濟社會綜合效(xiao)益。加快形成減污降(jiang)碳(tan)的激勵約(yue)束機制。——堅(jian)持市(shi)(shi)場(chang)(chang)(chang)主(zhu)導(dao)、政(zheng)(zheng)府(fu)引(yin)導(dao)。深化能源(yuan)(yuan)領(ling)域體制改革,充分發揮市(shi)(shi)場(chang)(chang)(chang)在資(zi)源(yuan)(yuan)配置中的決定性作(zuo)用,構建公平開放、有效競爭的能源(yuan)(yuan)市(shi)(shi)場(chang)(chang)(chang)體系(xi)。更好發揮政(zheng)(zheng)府(fu)作(zuo)用,在規劃引(yin)領(ling)、政(zheng)(zheng)策扶(fu)持、市(shi)(shi)場(chang)(chang)(chang)監管等(deng)方(fang)面加強(qiang)引(yin)導(dao),營造良(liang)好的發展環境。?“十四五”時期,基本(ben)建(jian)立(li)推進能(neng)源(yuan)(yuan)綠色低(di)(di)(di)碳發展(zhan)的(de)制(zhi)度(du)框(kuang)架(jia),形(xing)成(cheng)比較完善的(de)政策(ce)(ce)、標準、市場和(he)監管體系,構建(jian)以能(neng)耗“雙控”和(he)非(fei)化石(shi)能(neng)源(yuan)(yuan)目標制(zhi)度(du)為引(yin)領的(de)能(neng)源(yuan)(yuan)綠色低(di)(di)(di)碳轉(zhuan)型推進機制(zhi)。到2030年,基本(ben)建(jian)立(li)完整的(de)能(neng)源(yuan)(yuan)綠色低(di)(di)(di)碳發展(zhan)基本(ben)制(zhi)度(du)和(he)政策(ce)(ce)體系,形(xing)成(cheng)非(fei)化石(shi)能(neng)源(yuan)(yuan)既基本(ben)滿足能(neng)源(yuan)(yuan)需(xu)求(qiu)增量又規模化替代化石(shi)能(neng)源(yuan)(yuan)存量、能(neng)源(yuan)(yuan)安全保障能(neng)力得到全面增強的(de)能(neng)源(yuan)(yuan)生產消(xiao)費格(ge)局。二(er)、完善國家(jia)能源戰略(lve)和規劃實施的協同(tong)推進機制(四)強(qiang)(qiang)化能(neng)(neng)源(yuan)戰略(lve)(lve)和(he)規(gui)劃(hua)(hua)(hua)(hua)的(de)引導(dao)約束作用。以(yi)國家(jia)能(neng)(neng)源(yuan)戰略(lve)(lve)為導(dao)向,強(qiang)(qiang)化國家(jia)能(neng)(neng)源(yuan)規(gui)劃(hua)(hua)(hua)(hua)的(de)統(tong)領作用,各省(自(zi)治區(qu)、直轄市)結合國家(jia)能(neng)(neng)源(yuan)規(gui)劃(hua)(hua)(hua)(hua)部署和(he)當地實(shi)(shi)(shi)際制定本地區(qu)能(neng)(neng)源(yuan)規(gui)劃(hua)(hua)(hua)(hua),明(ming)確能(neng)(neng)源(yuan)綠色低碳轉(zhuan)型(xing)(xing)的(de)目標和(he)任(ren)務,在規(gui)劃(hua)(hua)(hua)(hua)編制及實(shi)(shi)(shi)施中加強(qiang)(qiang)各能(neng)(neng)源(yuan)品種(zhong)之間(jian)、產業鏈上(shang)下游(you)之間(jian)、區(qu)域之間(jian)的(de)協同(tong)互濟,整體提高(gao)能(neng)(neng)源(yuan)綠色低碳轉(zhuan)型(xing)(xing)和(he)供應(ying)安全(quan)保障水(shui)平。加強(qiang)(qiang)能(neng)(neng)源(yuan)規(gui)劃(hua)(hua)(hua)(hua)實(shi)(shi)(shi)施監(jian)測評估,健全(quan)規(gui)劃(hua)(hua)(hua)(hua)動態調(diao)整機制。
(五)建立能源綠色低碳轉型監測評價機制。重點監測評價各地區能耗強度、能源消費總量、非化石能源及可再生能源消費比重、能源消費碳排放系數等指標,評估能源綠色低碳轉型相關機制、政策的執行情況和實際效果。完善能源綠色低碳發展考核機制,按照國民經濟和社會發展規劃綱要、年度計劃及能源規劃等確定的能源相關約束性指標,強化相關考核。鼓勵各地區通過區域協作或開展可再生能源電力消納量交易等方式,滿足國家規定的可再生能源消費最低比重等指標要求。(六)健(jian)全能(neng)源(yuan)(yuan)綠色低(di)碳(tan)轉型(xing)組織協調機(ji)制(zhi)。國家能(neng)源(yuan)(yuan)委員(yuan)會統籌協調能(neng)源(yuan)(yuan)綠色低(di)碳(tan)轉型(xing)相(xiang)關戰略、發展規(gui)(gui)劃(hua)、行動方案和政(zheng)策體(ti)(ti)系等(deng)(deng)。建(jian)立跨部(bu)門、跨區域(yu)的能(neng)源(yuan)(yuan)安(an)全與發展協調機(ji)制(zhi),協調開展跨省跨區電力(li)、油氣等(deng)(deng)能(neng)源(yuan)(yuan)輸送通道及(ji)儲(chu)備等(deng)(deng)基(ji)礎設施和安(an)全體(ti)(ti)系建(jian)設,加強能(neng)源(yuan)(yuan)領域(yu)規(gui)(gui)劃(hua)、重大(da)(da)工(gong)程與國土空間規(gui)(gui)劃(hua)以及(ji)生態環境保護等(deng)(deng)專項規(gui)(gui)劃(hua)銜接(jie),及(ji)時研究解決(jue)實(shi)施中的問題。按年(nian)度(du)建(jian)立能(neng)源(yuan)(yuan)綠色低(di)碳(tan)轉型(xing)和安(an)全保障重大(da)(da)政(zheng)策實(shi)施、重大(da)(da)工(gong)程建(jian)設臺賬(zhang),完善督導協調機(ji)制(zhi)。三(san)、完善引導綠色(se)能源消(xiao)費的(de)制度和政策(ce)體(ti)系(七(qi))完善能(neng)(neng)(neng)(neng)(neng)耗(hao)“雙控(kong)(kong)”和(he)(he)非化(hua)(hua)石能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)目(mu)標制(zhi)(zhi)(zhi)度(du)(du)。堅持把節約(yue)(yue)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)放在首位,強(qiang)(qiang)化(hua)(hua)能(neng)(neng)(neng)(neng)(neng)耗(hao)強(qiang)(qiang)度(du)(du)降(jiang)低約(yue)(yue)束性指標管理(li)(li),有(you)效增強(qiang)(qiang)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)消費總量管理(li)(li)彈性,新增可(ke)(ke)再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)和(he)(he)原料用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)不納入能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)消費總量控(kong)(kong)制(zhi)(zhi)(zhi),合(he)理(li)(li)確(que)定各(ge)地(di)(di)區(qu)(qu)能(neng)(neng)(neng)(neng)(neng)耗(hao)強(qiang)(qiang)度(du)(du)降(jiang)低目(mu)標,加強(qiang)(qiang)能(neng)(neng)(neng)(neng)(neng)耗(hao)“雙控(kong)(kong)”政策與碳達峰、碳中和(he)(he)目(mu)標任(ren)務的銜接。逐步建(jian)(jian)立能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)領域碳排(pai)(pai)放控(kong)(kong)制(zhi)(zhi)(zhi)機(ji)制(zhi)(zhi)(zhi)。制(zhi)(zhi)(zhi)修訂重點用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)行(xing)業單位產(chan)(chan)品(pin)能(neng)(neng)(neng)(neng)(neng)耗(hao)限額強(qiang)(qiang)制(zhi)(zhi)(zhi)性國(guo)家標準,組織對重點用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)企業落實情況進行(xing)監督檢查。研究(jiu)制(zhi)(zhi)(zhi)定重點行(xing)業、重點產(chan)(chan)品(pin)碳排(pai)(pai)放核(he)算方法(fa)。統籌考慮各(ge)地(di)(di)區(qu)(qu)可(ke)(ke)再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)狀況、開(kai)發(fa)(fa)利用(yong)(yong)條件和(he)(he)經濟發(fa)(fa)展(zhan)水(shui)平等,將全國(guo)可(ke)(ke)再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)開(kai)發(fa)(fa)利用(yong)(yong)中長期總量及最(zui)低比重目(mu)標科學分(fen)解到(dao)各(ge)省(自治區(qu)(qu)、直(zhi)轄(xia)市)實施(shi),完善可(ke)(ke)再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)電力消納保障機(ji)制(zhi)(zhi)(zhi)。推動(dong)地(di)(di)方建(jian)(jian)立健全用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)預(yu)算管理(li)(li)制(zhi)(zhi)(zhi)度(du)(du),探索開(kai)展(zhan)能(neng)(neng)(neng)(neng)(neng)耗(hao)產(chan)(chan)出效益(yi)評價。加強(qiang)(qiang)頂層(ceng)設計(ji)和(he)(he)統籌協調,加快建(jian)(jian)設全國(guo)碳排(pai)(pai)放權交易(yi)市場(chang)、用(yong)(yong)能(neng)(neng)(neng)(neng)(neng)權交易(yi)市場(chang)、綠色電力交易(yi)市場(chang)。
